My dictionary also suggests that "sandbagger" has a less defensive
meaning, too: One who hits another over the head with a sandbag.
Ouch.

My question is, does anyone remember or know whether at any point in
the
series, Burnside or anyone else explains why the Sandbaggers are
called
the Sandbaggers?

I can't remember offhand if the name was ever explained in
the series. But here are two additional dictionary definitions
that may help (from MERRIAM WEBSTER'S COLLEGIATE):

-- to coerce by crude means;

-- to conceal or misrepresent one's true position, potential,
or intent esp. in order to take advantage of.
