My submission (here working from memory) is from 'First Principles', also
Burnside to Torvegg, in a quotation which should be inscribed over the
door of every intelligence in the world (except, of course, for hostile
ones)

'Special operations doesn't mean going in with all guns blazing. It means
special care, special planning. So sit at you desk and think, then think
again.'

He also goes on to say:

'Our battles aren't fought and won at the end of a parachute, but in drab,
dreary corridors in Whitehall.'
