Yes. At that level of the British civil service, there is a subtle pecki=

order but not of the rigid sort which would prevent equals' speech. Sir
Geoffrey as PUS-FCO and member, perhaps chairman, of the JIC is surely
senior to Sir James in any contest. However, they are both old FCO types=
,
probably belong to several clubs in common, and of much the same age;
Wellingham would feel snubbed if Greenlee called him "sir".
