Once upon a time, Whitehall was a palace. Although I think most of the
actual palace is gone now, the term still refers to the place: the cluster
of buildings which is at the center of the executive part of the British
government. A road runs down the middle of it, and Downing Street, the
home of number 10, is a small cul-de-sac off of one side.

"Whitehall" typically refers to the upper echelons of government without
being specific about which department. "I'll have to sell it to number 10,"
means convincing the P.M. and his or her closest advisors; "I'll have to sell
it to Whitehall," suggests the Cabinet and senior mandarins generally.
